You can add individual features to an existing data set. You can add features directly to some file types, such as CARIS maps, but for other files, you have to add the features to a temporary layer then validate them and import them into the data set.
You can create features using the general create commands or you can use the Feature Palette.
You can only create features within the project boundaries.
