Usages can be read/write or read-only. If a usage is not assigned to a user group, users in that group cannot view the usage.
To add a usage:
1. Expand the Usages layer and select a usage.
2. Drag the usage from the Usages layer to the Usages layer associated with a user group.
The usage is moved to the layer associated with a user group.
